Slippery slope mate. The Federation didn't have cloaking tech because of the treaty of Algeron, so we're not giving them cloaking tech in the game either. The cloaking Scout was just a test to see if the cloaking system worked correctly.

Of course, the new Intel system might allow for some interesting plots...
