I was only wondering whether the breen have cloaked ships or not. I don't think they have because i have never seen in DS9 they use cloakingtechnology.

The little tendrils are such a minor aspect it isn't even worth mentioning, especialy since you can see the only evidence of tendrils right in the picture.
If I recall correctly, the Baku said they knew they were being monitored the entire time, which would mean they still use their technology offen, if that is the case.
Being hooked up to computers is only a matter of the right hardware, not computing power. In DS9 a type of neural jack was used by a non-Bynar and stated to be rarely used because of how deadly levels of feedback can be put through it as a defensive measure. Storing the planets entire computer system in the E-D's computer core still shows Federation computing to be far in advance of Bynar technology.

I demeand the Baku description be changed to, "Space Amish," and nothing else.
Programing ability and computer tech aren't exactly related. In fact, the slower one's computer tech advances the more motivation there is to develope superior programming in order to increase speed that way. Furthermore, with a massive super computer, upgrades are going to be almost impossible short of adding entire new somputers, so the motivation for better programming over rapid upgrading is there.
