Hey Mike, can you perhaps implement CS-Script (http://www.csscript.net/) into your engine.
Then you just got expose an API with so people can start coding up the AI.

As for the API, i'd like to work on the System AI/production so i would need
Max Pop/Current Pop / Growth rate, buildings (already built), buildings that can be built etc
Anything pretaining to the construction of a singular system i need exposed.
Working on small bits of the total AI at a time.

I would like to make two
One system AI for computers (smart)
One for the Player (rather dumb so it still requires some micro)

As for the player AI i think their should be a couple AI scripts for it-
-Build up insdustry
-Build up science
-Build up research
-Dumb general one
Basically the player can pick which one the AI should focus on

I think csscript would also come in real handly implementing random events.
