Is there a way to make a ranking system for the ships. Or maybe this is not required because whats going to happen during operation when there are enemy ships near by? Are we going to be able to see what kinda of ship it is and other details? Or just that there is an enemy ship in the next sector?

The sensor strengths of the ships will increase as you develop new ship designs. However, the anti-sensor abilities (Cloak, stealth) will also improve over time. Ship designs will essentially wage a war between detection and hiding abilities, although a cloakable ship of equal tech will always be able to hide from the searching vessel because by definition a cloak must be developed before a sensor can be developed to detect the cloak.
...At least, this is how we intend it to work. The way the actual cloak and sensor ratings will work ingame is still being worked on. We've decided that sensor strength won't simply be based on having more ships in the sector though as it worked in BOTF. There will be limits on sensor strengths, and the only way to improve them will be to develop new tech.

what about jamming and stuff like that? Will that work and will there be anyway to find a cloked ship?

You can actually already build Sensor Jammers in your systems - but so can the other Empires.
Whether they actually work as intended yet though, I don't know. They also have high tech requirements befor ethey can be built. We also intended that you could only build a couple of them per Empire, but there was no option in the editor to limit them in this way. If such a feature is added later on this option will be included.
Every empire is capable of building an advanced sensor array that has a number of bonuses, some of which include anti-cloak detection. They are one of the most advanced structures in the game though and have extremely high tech requirements.

Unless it has now been removed (I haven't tested it yet), the Federation scout is capable of cloaking. This was added in to test whether the order worked, before the Romulans became playable. A lot of work still needs to be done on how the cloaks and sensor strengths actually work though, so it's possible Mike has since disabled it.
