In your database, why not create a section only for the structures built by all the empires such:

Subspace Scanner, Trade Goods, Wind Turbines, Isolinear Scanner, Subspace Jammer, Communications Grid, Wind Turbines, Advanced Turbines, Charge Collectors, Thermal Tether, Solar Panel Array, Shield Generator, Orbital Batteries...etc

The database has been re-ordered lately in regards to empire structures. The previous list was a mess, the revised one includes a separation of structure type into 'Common Defence' and 'Special Defence' etc, meaning those grouped under 'Common types' are those that can be built by all empires.

The idea of the Federation Embassy, Detapa Consulate, Governor's Hall, Romulan Proconsul, Vorta Liaison is a great. From what I understand, these structures will serve as embassies for all empires with the possibility of building such a structure on the worlds of minor races that have become members of an empire.

In watching 2 episodes of ENTERPRISE ( "Affliction 4x15", "Divergence 4x16") and 1 episode of TNG ( "Rightful Heir 6x23"), I noticed that the Klingons are using techniques in genetics to create clones (Kahless) or viruses (Klingon augment virus) . I think they should have a laboratory for that.
