About scrapping Bunker Network and adding empire specific ones. Honestly, I don't understand the rationale behind this. Seems arbitrary.
Bunkers are Ground Defense structures, not Ground Combat ones. A muster station or a barracks doesn't sound like a defensive structure. Besides, why should the Dominion player for example have to build the Jem'Hadar Barracks, if they're by default the garrison of Dom worlds?
Also, the empire specific structures would differentiate the races' strengths in ground combat I guess, but why should we have to pay energy upkeep to get those specific bonuses? Doesn't make much sense. Instead, add a property to races, a ground combat strength modifier (something like a soldier skill), set in the data files so that it is moddable. - Klingons, Dominion = 1.2 - Cardassians = 1.1 - Federation, Romulans, Default = 1.0
I suggest reverting this structure back to its original stats, which were solid. Universal, at level 3 (not 1!) so that not all minors get it or at least anytime soon (and scrap the corresponding current minor structures), and OpS (not Native only). The size of the bonus, well, that could be debated.
