Hello everybody, I noticed that the following empires have structures specialized in the decline of the morale excepted the Federation and the Romulan Star Empire:
Cardassian Union-------Forced Labour Commune, +30% Raw Materials Subjugated system, -1 morale klingon Empire----------Forced Labour Foundry, +25% Industry, -1 Morale Dominion---------------Tribute Office, +40% Credits, -1 Morale
I know that in the first episode of VOYAGER: "Caretaker", there is New Zealand Penal Settlement. Why not to add Penal Settlement for the Federation with +25% Industry & -1 morale? and use the Reman Mine (Star Trek Nemesis Movie) as a penal settlement facility for Romulan Star Empire with +5 Dilithium & -1 morale? Every empire would have her own penitenciary administration.

Whilst you are correct in this being mentioned in Voyager, we felt that a structure that gives a morale penalty wouldn't be in the overall spirit of the Federation. This is easily changed if there is support for doing so, however. I know that several people feel that there are already too many structures in the game though, and the Federation already have some significant advantages over the other Empires in other areas, such as bonus food production. There is therefore a counter-argument to making such a change.
We'll have to wait and see how people feel about this, but i'll go with the concensus.
