well the problem with those ships would be that no matter how good their weaponry would be they'd always be outmaneuvred by short continuum jumps so at least if the attacker isn't all too surprised to see those non-continuum minor ships, he can always escape system.
and that brings me to the idea to make special "buildings" for those minors that include a better planetary defense (cause that's the only case when such "ships" become useful IMO). then in a system attack, the attacker would loose a considerable amount of ships against the non-continuum ships depending on their strength resp. the planetary defense strength of the "building".
The point is that these ships are
ONLY terraforming platforms. They are not intended to be defensive or offensive ships. This just lets minor races who don't have dilithium build colony ships that can be used to terraform their own planets without effecting their neighbors.
When put in the proper context my system could work but it is something that I understand that Sir P doesn't like ... Needless to say his is the final word on the subject.

As far as allowing for offensive & defensive ships that don't have warp capability I figured that I wouldn't bother. At that point you might as well just call them "orbital batteries" for all the good that they would do you.
Of course if it was canon that Continuum dampening fields were easy to generate then that would eliminate the speed advantage of some warp ships .... I don't recall many instances where this sort of field can be easily generated though.
One race having that as a special building would be OK but honestly I'm fine with just requiring Deritium for a minor race to have any real defensive ships.
