When a browser doesn't download stuff correctly, it might still cache it. So next time you download it, it will just place the cached version in the position you want it to be. This means that the files are still broken. So you either clear your cache, or you use a different browser.
It is said that this does happen more often with Firefox, however I'm not to happy with IE downloads either. So i guess they both aren't perfect.
