This feature, exactlyas it was in BOTF, is not going to be in the game. HOWEVER, there will - eventually - be an option where you can speed up construction speed by paying your workers to do double-shifts. This won't be an instant-buy system, but it will speed up construction time.
People have discussed this on the forums for well over four years now, and the general concensus was that epopel didn't want want an instant-build option as it was unrealistic. They did want *some* way to speed things up if they wanted to though, which is why the feature will now work in this way.
