Hello, about some structures who have these restrictions:

<Restriction>OnePerSystem</Restriction>
<Restriction>NativeSystem</Restriction>

I discovered it appear on the empire homeworlds!!!! It's a bug or it mean the empire homeworld is a native system?

Yes, the Homeworld is a native system, it has your native population :wink:
