Continuing upkeep costs after ship is lost

I like the improvements in alpha 6 however it appears after a ship or ships are destroyed there upkeep cost continues to be deducted, I have continued to play after losing all combat ships and not no change in support status for 15 turns after the battle.
I am also unable to scrap outposts or star bases in alpha 6 |
