Now a statement from our Great Praetor!


Citizens;
For years we have lived in a time of peace, our borders, open for a select group of our galactic neighbors. Tomorrow this will change. As of 10.17.2006, our borders will close once again. All traders and visitors are allowed to depart to their home systems without the threat of violence. Notices were dispatched on 10.08.2006. This also includes Ambassadors and relative personnel.

At the same time , Our Ambassadors were recalled home.
Relations with other major powers have been suspended at this time.
Should this bring concern, I speak to retain the confidence of the Romulan people and to encourage restraint of emotions during this time of positive transition.

As an Admiral of our Elite Forces serving this Glorious Empire, I witnessed with great distress and a heavy heart, how complacent we had become as a people and as an empire.

While our Universities have advanced our total agricultural growth, Focus on other areas within these halls of higher learning have decreased by 70 percent. Energy, computers, as well as developments in construction have all but fallen by the wayside.

Our young are no longer inspired to achieve personal growth, both for themselves and for the empire as a whole. Instead, they focus more so on personal leisure and philosophical Ideals. Such actions cause the fall of civilizations.

A new doctrine is being distributed throughout the empire to correct these deficiencies as well as others, so that WE can once again hold our heads high with the knowledge that WE ARE the SUPERIOR race in the Galaxy!!!
While secrecy IS expected from the government, intelligence, and military branches against our enemies, such should not be the case for an Empires citizens. Information held from the people is knowledge lost to the whole of the Empire. That is why I have begun this, first of a series of personal "State of the Empire" addresses for information shared is knowledge received for the betterment of the whole.

I would also like to add that the Romulan Imperial Senate has been called into a special closed session, to discuss the issues I have mentioned above. After this session has ended, there will be special elections held for all seats within the senate, as growth and development comes from fresh thinking! Everyone will benefit, even those Senators currently in office, as each will be interviewed for posts on my cabinet.

The Romulan Empire's latest actions are a direct threats to the security of the Quadrant. Diplomacy and communication will be the driving forces to keep a Quadrant safe against foreign attacks, as well as keeping the peace. Isolation will only increase tension between the quadrant powers.

Klingon activity near the Romulan-Klingon neutral zone have increased tremendously since the announcement of the Star Empire re-entering her former state of isolation. After analysis of the current situation we advise reinforcing our defenses along the border. Our defensive fleet omega 6 is standing by and has been put on emergency status per your orders. To continue monitoring their movements, isolineair scanners have been installed on the D'Terrek and surrounding sensor stations.

The reformation of the Star Empire continues apace, and I am pleased to announce that the arrangements for the last of our returning diplomats are underway as I speak.

I can now announce that the Praetor is ready to begin phase two of his plans, with the restructuring of our great halls of learning and increased funding for projects that will address the issue of the imbalance that has beset our recent research efforts.

Our R&D yards are also woefully overdue for a refit, and this matter is urgently being addressed by our greatest minds. They have conceived a facility that will allow our Imperial Navy to push into the twenty-fifth century - and beyond.

We are not forgetting our people either; everyone has their part to play in rebuilding the glory of the Star Empire. I am pleased to announce that construction of a new data network is underway. This network will greatly improve the flow of information around the Star Empire, and will allow our people more freedom to communicate as they need. It will also become the backbone of our future trade efforts, allowing us to both increase the efficiency of transactions and minimise the cost of resources.

Of course all this is being done under the watchful eyes of the Tal'Shiar. We have our own plans for the Empire, and they continue to be served well - as long as you continue to serve the Empire equally well.

- Systems that were subjugated, will be able to have a representative, however they will not have a vote until such time as it is deemed they are fully integrated into our society.

My next area of discussion, is regarding the elections of your seats.-

Most of you have been in this position or have had this position passed down to you from family members over a long number of generations. I feel however, that this has not been to the best interest of the general population of our Empire. Thus I have set fourth for elections to be held after this session is ended.

Senators! Senators, Calm yourselves! Mores changes are involved then I told the people of the Empire.

First!- Those elected will only be able to serve 3 terms of office, with each term lasting 4 years.
The end of each term will require new elections. Those who serve their people well, will be re-elected. Those who do not, will not. The Voice of the people Must be heard for the greater
good of the Romulan Empire.



Second - No longer may members of any family inherit the post, should that Senator retire, die, or be otherwise incapacitated. Instead a new special election will be held to replace that Senator, including his staff should the new Senator deem it necessary.

After elections are held, the new Senate will interview new ambassadors to represent the Romulan Star Empire with the other major races in the Alpha Quadrant.

Dealings with the Dominion and the Borg will still go through My office, but before actions are
implemented, they must gain approval by a majority of the Senate.

Resistance is futile. The 24th century Borg shock and awe campaign will swiftly see mission accomplished in the Alpha Quadrant. The Borg could only lose the war if we lose our determination. In prior incursions into the Alpha Quadrant we were repelled only because the collective lost the determination to see the war through. Our prior defeats had nothing to do with guerrilla warfare, improvised weapon devices or a determined insurgency on its home ground. The Borg Collective simply lost faith in the war and deciding to cut and run.

Do not let the Federation trick you into thinking the collective will cut and run this time. We will not announce a time table for troop reductions as this would play into the hands of the insurgents and Klingon fighters. If we do not defeat the Klingon fanatical fighters in the Alpha Quadrant we will face them at home in the Delta Quadrant. The war in the Alpha Quadrant is a vital part of the larger war on disorder. There will soon be an elected provisional government in the Alpha Quadrant. The Borg Collective will welcome the new government as allies in the war on disorder. It will be a model for change across the galaxy. Other empires in the region will be overthrown when their people see this model of Borg imposed governance.

Do not believe the pessimistic report from the Federation or the Klingon Empire. Every day the Borg Collective sees progress. These reports of our success do not appear in the liberal Federation subspace communications. They chose only to concentrate on the sensational attacks on the Coalition of the willing, the Borg and the Alpha Quadrant Defense Forces established by the provisional government. The Borg Collective is wining the war on disorder. Knowing now what we did not know then is irrelevant. Invading the Alpha Quadrant was the correct thing to do.
