I just chcked out the Pakled in the game files and their system is indeed set to have ONLY a small Jungle. Obviously this makes them worthless so i'll add a few planets to their system, and i'll look at increasing the number of planets of any other races in a similar situation. Unfortunately the editor currently doesn't work so I can't make the changes. It's possible to make the changes manually, but doing so greatly increases the risk of database incompatibilities so it's not really the best solution.
