Hehe if yu were talking about SFC2 then I could tell you how to cheat.
...But I haven't got SFC3 so I can't help you there. Still, the cheat from SFC2 may be worth checking out - something similar may be possible in SFC3.
In SFC2, look for a file called "Character.gf". (C:\Program Files\Taldren\Starfleet Command II\MetaAssets\Server profiles\Singleplayer) Open it with Notepad or any other text program you have. (Notepad is best for simplicities sake)
Near the top of the file, it says:

Change the 50 to any number you want, obviously the higher the better.
Alternatively, you can try modding some of the other files in the same folder.
Editing Economy.gf will allow you to change how often certain ship classes appear in spacedock, (So you can make it easier to find battleships when you want to buy them) or you can change the cost of spare parts, missiles, fighters, shuttles, marines, etc.
...You can even change the physical cost of the ship classes as well...
I don't know if this is of any help to you because I don't know what the files are like in SFC3, or you may not even like cheating...but it's worth checking out at least...
