Is it like D&D and based on the d20 system? IE: if you're going to attack something or use a skill or whatever, you roll a 20-sided die and then add any abilities or modifiers. You then compare it to the "difficulty" of what you are trying to do. If you meet or exceed it, your action works. Otherwise, nothing happens.

the old Panzer General worked that way.
instead of having a server on the game that instantly progresses game data and distributes it to the player, the game takes the round changes done by the other player via email
