you just have to use the second orange link (to the internal weapons system) then the torpedo weapons et voilà

Is there going to be something like an ingame encyclopedia when the game is finished like the Civilopedia for Civilization?

sure. under database in the research menu (moe, kinda need your help then there, it's gonna be very detail-rich.. )
