 Cardassian labor pool

Post Cardassian labor pool
my cardassian home planet has built a labor pool, but planets i have colonized wont build a labor pool. i cant build anything on the planets because i dont have a labor pool. is there anything i can do to fix this?

The Cardassians can't really colonize because of a flaw in the database. It's an easy fix though, just edit the TechObjectDatabase file and set Work Capacity for their colony ships to 50.
