In my version, i configured Praxis Research Base to this way:

<Restriction>OnePerEmpire</Restriction>
<Restriction>HomeSystem</Restriction>
<Restriction>Moons</Restriction>

Since moons are a random creation, it's possible a game will be created where there are no Moons in Qo'Nos. With this setup, there's the potential that players wouldn't be able to build Praxis in their game.

Well we should add the ability to define the number of moons. Earth with multiple or no moons looks weird.
