The prison camp is used for forced labor on the fields to get more crops and food supply. It is a little damaging on the overall morale since working conditions are not set up to any standard whatsoever.
A warrior would die before being taken prisoner, but many aliens are not warriors at heart. The Mining Prison is for these. If they wish to live in captivity, they can spend their lives mining deritium for the Empire. Eventually, all Khaoron labor in the mines will be replaced by these criminals.
The Khaoron Empire is represented and ruled by the High Council. So long as there is a Great Hall to serve as a meeting place for the High Council, the Empire can remain secure in the knowledge that its Chancellor is well-advised.
